  • Area of Application: Social benefits
  • Goals: Use Artificial Intelligence to “match”, suggest which job opportunities are most likely to fit the profile of a particular worker, or vice versa within the National System of Employment – SINE

  • How does it work according to the project's official information: A proof of concept used Microsoft Azure to process data from the metropolitan regions of Belo Horizonte, Curitiba, Tubarão (SC), and Guarulhos (SP), based on the seller occupation, which has greater representation at SINE. Historical data from three databases were used: SINE itself; the General Register of Employed and Unemployed (CAGED) and the Annual List of Social Information (RAIS). Microsoft pointed out after the proof of concept the need to integrate the system with (Dataprev). First deployments, planned for 2021, are focused in the States of Paraná, Minas Gerais, Ceará e Bahia.

  • Possible bias: A study from Medialab and Rede Lavits point that the “system has a negative impact on a portion of workers who are unable to get a job and who are, precisely, the declared target audience of public employment policies.” Furthermore, there is no transparency and works have no power to understand or interfere in the result of profiling or mediation. 

    The proof of concept and further implementation are conducted by Microsoft through the usages of several sensitive databases from the public sector without transparency and accountability, which may lead to deepening the monopolistic position of that company through data extractivist practices.

  • Public Institutions Involved: Secretaria Especial de Produtividade, Emprego e Produtividade (SEPEP) from the Ministry of Economy

  • Companies/Private Institutions Involved: Microsoft. Elo Group was also involved at least in the proof of concept.
